How does the writer structure the essay and to what effect?
Roosevelt begins the way many politicians do: with an introduction that gets him on the side of his audience while also establishing his credentials. He speaks of his great admiration for their people, their governor, and then of their state, all of which allure an alliance between him and the people. They are now on his side, and so interested in what he has to say. He also manages to slip in comments about his being in battle, which help to gain him respect among people of the day.
Roosevelt, after giving praise to the land, then encourages the people to help preserve it. He has reminded them that the place they live is beautiful and that the government (and therefore, he) is working to help them keep is as such. He simultaneously urged them to help while trying to make them more trusting and grateful for the government.
He adds in a bit about about respecting the Indians, and being fair to them, then ends on a very positive note, leaving the people to remember that he believes in them. They are thus motivated to do as he had said.
